:::Yes I would fail. In terms of TSI, this is near the worst you will generally find in a GAN. Make sure you put the spot check on the GAN page, so any future reviewers can see it when/if it is renominated. I would highly recommend writing an encouraging message to the newer nominator before failing, as although the article is far from GA, they have made significant improvements to it. You can also encourage further collaboration on the article talk page if you are comfortable with that. The article [[Washington University in St. Louis]] had almost identical problems when it [[Talk:Washington University in St. Louis/GA2|first went to GA]], but the nominator improved the article outside of the GA process, and it passed on it's [[Talk:Washington University in St. Louis/GA3|second attempt]].

Feel free to pick another if you would like, bearing in mind that nominations by nominators with lots of GAs are more likely to pass.
