Of course, this is not an accusation, it's just a hypothesis that I have heard a lot about before. For example, [[:User:Mardetanha]], who was the head of Wikipedia Iran, was fired from the Wikimedia Foundation for collaborating with IRGC. This is the reason why I don't work on Persian Wikipedia.
