Why is obviously Scam tolerated in france even in main tourist areas and Police does nothing ?

Why is it tolerated in France, for example in Paris right next to the Eiffel Tower, that illegal street vendors, fraudulent card sharps from Romania or fake charity donation collectors are running around and have obviously been cheating people for years, while the police do absolutely nothing about it?
