[td]What I meant with the footnote about "restrictions spelled out in [[WP:EDNO|edit notices]]" is that quite a few [[WP:CT|contentious topics]] which get extended confirmed protection are under [[WP:1RR]] instead of the normal [[WP:3RR]].
