As stated in [[MOS:LEADIMAGE]], lead images are not required, and not having a lead image may be the best solution if there is no easy representation of the topic. Some of Eisenhower photos could be more connected and important to the main topic of this article and the expression, as the lead section image. But even that does not make an easy representation of the topic, so I think the best is as stated in MOS:LEADIMAGE.
