Is it normal to reach 100% hardness of erection only when close to orgasm?

I dont have erection issues. But i have always noticed i am 80% hardness before penetration and 90% -95% hard when inside but only reach 100% fullness of erection when i am close to orgasm. Like few seconds away from orgasm.

Is this normal? I am 23 years old

I can get 100 percent hard but when that happens i cum very quickly. Also i only last for 5-7 mins is this bad
