Maryland Governor Wes Moore strongly criticized former President Donald Trump’s decision to deploy National Guard troops to Washington, D.C., calling it a politically motivated distraction that misuses the military.
Moore, a Democrat and military veteran who served in Afghanistan, told CNN that he was “heartbroken” for the servicemen and women ordered to patrol the capital. “I’m embarrassed, I’m angered and, frankly, I’m heartbroken for members of the National Guard asked to take on this mission,” Moore said.

About 800 National Guard troops arrived in Washington after Trump announced that the forces were needed to curb crime in what he described as a “lawless” city. The move marks one of the most forceful federal interventions in local law enforcement in recent memory, bypassing the city’s elected leadership.
Several local officials denounced the deployment as “unsettling,” “unprecedented” and “dangerous.”
The action also coincides with legal scrutiny elsewhere. A California judge is reviewing whether Trump violated federal law when he recently federalized Guard personnel in Los Angeles during protests over immigration raids.

Moore emphasized that he takes his authority as commander-in-chief of the Maryland National Guard seriously, authorizing deployments only when they are “either mission-critical or mission-aligned.”
“What we’re seeing right now, this distraction, distracting away from the fact that Donald Trump’s policies have caused unemployment to go up, have caused people to lose their health care, have caused children to be able to lose their food benefits, and he’s now using this as a tool,” Moore said. “He’s using military personnel, these citizen soldiers, as a cudgel, and as a tool to be able to advance his political purposes.”
Trump announced the intervention, temporarily assuming federal control of Washington’s police force, along with ordering the deployment. He declared the city had become “one of the most dangerous cities anywhere in the world.”

The White House defended the president’s actions. Spokeswoman Abigail Jackson accused Democrats of ignoring public safety.
“Democrats…do not support common sense policies to address crime that American families and businesses support,” she said in a statement. “What’s truly embarrassing and heartbreaking is how long Democrat leaders have allowed violent crime to surge out of control in cities without taking action. It’s heartbreaking that in Washington, D.C., innocent people are robbed, assaulted, and killed far too often.”
Crime statistics complicate the administration’s narrative. While Washington has historically reported high violent crime and homicide rates compared with other U.S. cities, the district has recorded a 26 percent decline in violent crime this year.
Moore countered Trump’s framing by pointing to Maryland’s progress. “The homicide rate in Baltimore is at a near-50-year low,” he said, urging the former president to focus on meaningful solutions rather than symbolic shows of force.

Moore reiterated that he would never authorize his state’s Guard for missions lacking legitimate justification. “I take very seriously about how, when and why I deploy members of our National Guard in cases of emergency and in true crises. And I will not authorize the usage of Maryland National Guard forces for missions that I do not deem to be either mission-critical or mission-aligned,” he said.
