Flaccid vs erect gains

After reading countless posts and doing PE for about a month, I’m a little confused.

Are manual stretches only going to lengthen the ligaments and only end up effecting flaccid length and maybe bone pressed length slightly?

I’m pretty much only worried about NON bone pressed erect length if I’m being honest, don’t care one bit about a larger flaccid hang or more bone pressed length. I’m openly only after the vanity of the peen looking bigger without being bone pressed.

Do I need to move onto device stretching to achieve any actual new length rather than just ligament stretching?
