The new e-procurement system is facing setbacks as the National Treasury starts its implementation in the government offices.
According to Tetu Member of Parliament (MP) Geoffrey Wandeto, the system, also known as the e-GP, will only encourage a rise in corruption.
βSystems are actually the new frontier for corruption in this country. We have a 104 billion system that can't prevent a 10 billion fraud. What a mismatch,β Wandeto noted.
MP Wandeto also criticized its rushed implementation, stating that there are gaps that are not being bridged.
He further questioned how areas without internet will implement this system.
βThe Integrated Financial Management Information System (IFMIS) faces challenges like system outages, inconsistencies and bypasses,β he noted.
He cited an example of the Social Health Authority (SHA), which was meant to tame corruption, but has seemed to raise eyebrows because he claims it has not clearly stated its ownership, where it is hosted and how it is controlled.
He urged the Treasury to gradually educate Kenyans about the system first and learn from the failures of the IFMIS, that the government uses for automated supplier payment.
The new procurement system is an online platform designed to digitize and streamline all public procurement processes from planning to payment.
