Can you (or better, should you not) double up sleeves when extending?

Lately it seems the cup is slipping a bit after 20 or so minutes. My sleeve came with this thinner one. If I put that on the shaft before the cup and thicker sleeve, there is no movement. There also (I’ve only done it once, yesterday) little to no shaft irritation from when I’d re-vacuum the seal before.
