Honestly, calling this an attack against civilians seems a bit too POV even by the usual standards. If a civilian tries to impede the actions of military forces by using their car, the side initiating the clash is the civilian and not the military forces. In that case, that car being damaged is the least thing that the civilian can expect and certainly not some kind of atrocity or violation of humanitarian law on the part of the military forces, as the phrase 'attack against civilians' implies.
