After almost two years we still haven't found a solution for the title. So I propose a simple and rational idea: we could give it a name for what it actually is, that is, a model of identity card due to a law of the European Union. In this way, we can keep entirely the content of the article, simply by highlighting that other EEA countries and Switzerland joined the harmonization and by splitting in two the table that illustrates the images of any national card (one table for EU members and another one for associated members).
