The floods were triggered by the remnants of Tropical Storm Barry. Early on July 4, the [[Weather Prediction Center]] (WPC) branch of the [[National Weather Service]] issued a mesoscale discussion citing that "areas of flash flooding will be likely across central TX overnight with very heavy rainfall expected.
