This restriction is enforced in software and '''will not''' be changed. If we allowed changes to edit summaries, then we would have to create yet another [[Special:Log]] page to track the changes. If edit summaries were freely editable, even briefly, editors could use edit summaries for inappropriate purposes, and then quietly erase the evidence. Changes to this software restriction would require formal approval from both the Wikimedia Foundation's Legal department and its Trust & Safety team.
