Floods Hit Northern Thailand As Tropical Storm Wipha Unleashes Heavy Rain | N18G Flooding hit Thailand’s northern Nan province on Wednesday (July 23) after Tropical Storm Wipha swept through the region. Residents were seen trudging through waist-deep, muddy water as relentless rain continued. The storm had made landfall a day earlier in Vietnam’s northern Ninh Binh and Thanh Hoa provinces, packing winds of up to 74 kph (46 mph), down from about 100 kph as it neared the coast.
